Tropical Storm Katia forms in the Atlantic

(AP) ? Tropical Storm Katia has formed and is moving quickly across the Atlantic.

Katia has maximum sustained winds early Tuesday near 40 mph (65 kph). The U.S. National Hurricane Center in Miami says strengthening is forecast and Katia is expected to be near hurricane strength by late Wednesday or early Thursday.

The storm's forecast track shows it could become a major hurricane over the weekend.

Katia is centered about 535 miles (855 kilometers) west-southwest of the southernmost Cape Verde Islands and is moving west-northwest near 17 mph (28 kph). Hurricane specialist Michael Brennan says Katia could affect the Caribbean, but it's too early to tell if it will hit the U.S.

The storm's name replaces Katrina in the rotating storm roster because of the catastrophic damage from the 2005 storm.

As the controversy over an alleged CD recording surfacing social activist Swami Agnivesh gains momentum, Supreme Court lawyer and civil society representative Prashant Bhushan on Tuesday termed it to be the tactics of the government to create a rift between veteran social activist Anna Hazare and his team.

"We are unfortunately seeing repeated campaigns to try and discredit the members of civil society by various smear campaigns, to try and show division within members of Annaji?s team, to try and show division between Annaji and members of the team etc. All these tactics appear to have been adopted by sectors of the ruling establishment and the government," said Bhushan.

In a video that was leaked in a popular website Youtube, Agnivesh was heard talking to a person named ?Kapil?, that many presume is the Union HRD Minister Kapil Sibal.

Sibal was the government representative to broker talks with Ombudsman Bill activists during the earlier parleys with civil society members in April.

The controversial video has raised doubts over Swami Agnivesh?s claims of supporting Hazare?s cause.

Many have doubted Agnivesh?s role in the movement, as there were rumours of him attempting to mediate deals between the government and Hazare?s team.

When asked whether the civil society activists are satisfied with the time frame given for the passing of an effective Lokpal Bill, Bhushan said: "We would have liked ideally that?s what he had been saying that this is such an urgent matter for which the report should come within a week. And thereafter a special session of Parliament should be held to consider and vote up on this Bill."

"But it appears that the report (Standing Committee report) is unlikely to take until the end of October. And therefore it is likely to be considered in the Winter Session, which will start in November," he added.

Prashant Bhushan was addressing the mediapersons after his meeting with Congress spokesperson Abhishek Manu Singhvi, who is also the chairman of Parliamentary Standing Committee, which is examining the government?s version of the Lokpal Bill.

He met Singhvi at the Parliament Annexe here along with RTI crusader Arvind Kejriwal.

Abhishek Manu Singhvi had on Monday said Congress is anticipating strongest possible Lokpal Bill in interest of the nation.

Singhvi said the stakeholders and political parties would sustain momentum and directions towards an effective Lokpal bill. He further said that the Standing Committee would consider all the vital inputs and introduce a strong and effective Lokpal Bill. (ANI)

"I'm With You" leaves new Chili Peppers guitarist stewing (Reuters)

LOS ANGELES (TheWrap.com) ? The big worry for Red Hot Chili Peppers fans leading into "I'm With You," their 10th album, was whether new guitarist Josh Klinghoffer could possibly measure up to the legacy of departed axeman John Frusciante, who'd been with the Chili Peppers for most of their career and all their most popular recordings.

Actually, Klinghoffer has no problem fitting in, despite, at 31, being about 17 or 18 years the junior of the other three members. If anything, the problem is that the young addition isn't featured nearly enough, since his all-too-infrequent, all-too-fleeting solos are the reddest and hottest thing about the under-baked "I'm With You."

Other members have described the newcomer's guitar work as "subtler" than that of predecessors Frusciante and Dave Navarro, and maybe the fresh recruit needed to be encouraged to come out of his shell more. Or maybe the subtle tag was a self-fulfilling prophecy meant to keep Klinghoffer in his place while they doled him out slowly to suspicious fans.

Whoever's responsible for the reining-in, Klinghoffer is used more for accents than prominent riffs, let alone soloing, and as much as modesty can be a virtue, reticence isn't, at least for this band. You want to nudge Anthony Kiedis out of the way and beg for an instrumental freakout in lieu of that superfluous third or fourth chorus.

If there's a glass-half-full take on "I'm With You," it involves wonderment that the album works as well as it does, given the high mortality rate for bands that have been around since the 1980s.

A couple of the best numbers prove the Chili Peppers can straighten out their herky-jerky rhythms enough to produce a nearly straightforward dance track, starting with the terrific opener, "Monarchy of Roses," which transforms itself from near-psychedelia into sheer, shimmering disco every time the chorus comes around. The equally charming "Look Around" ups the dance ante with actual, bona fide handclaps while making greater use of the crew's trademark funk.

"Did I Let You Know" offers Klinghoffer's best solo -- think George Harrison on steroids, and possibly other stimulants -- while adding an unexpected trumpet to the tropically flavored mix. The fun renders lyrical groaners like "I want to get lean on you/Get Jan and Dean on you" and "I like you cheeky/So Mozambique-y" nearly forgivable.

"Happiness Loves Company" is pure, piano-fueled power pop, and has Kiedis inexplicably name-checking the Mothers of Invention, even though it's the Monkees or Turtles that come to mind. In contrast, "Goodbye Hooray," the punkiest number, is the one rocker to make effective use of the new guitarist throughout -- not just for textures and interjections, but as part of the central riff, a prominent duty more often left solely to bassist Flea.

Other tracks get more frustrating, like "Etheopia," where a potentially great Klinghoffer jam is cut short so we can hear Kiedis sing yet another chorus of "E-I-O-I-E-I-A," in apparent homage to the farmer in the dell.

Next album, when it comes time to determine how stingy to be with the new guitarist's talent: give it away, give it away, boys.

"Rizzoli & Isles" racks up more than 9 million viewers (Reuters)

LOS ANGELES (TheWrap.com) ? It's no mystery as to why TNT renewed "Rizzoli & Isles" for a third season earlier this month.

The detective drama hit a season high on August 8, racking up an impressive 9.1 million total viewers, based on Live + 7 data the channel released Monday. Those numbers represent a 6 percent jump from the show's July 11 season premiere.

Of those 9.1 million total viewers, 2.6 million of them fell into the much sought-after 18-49 demographic, an 11 percent increase over the season 2 premiere.

As reported earlier, the series -- which stars "Law & Order" alum Angie Harmon as detective Jane Rizzoli and Sasha Alexander as medical examiner Maura Isles -- will resume its second season on November 28 with five winter episodes.

TNT also announced that its drama "The Closer" grabbed a solid 8.7 million total viewers for its August 8 episode according to Live + 7 data, with 2.5 million of them falling into the adults 18-49 demographic.

Like "Rizzoli & Isles," "The Closer" will resume its seventh and final season on November 28, airing five winter episodes before wrapping things up with six episodes next summer.

Together, the two series sit as basic cable's top two dramas for the year to date, TNT said.

Kim Jong Il Goes to Siberia: And He Likes It! (Time.com)

Kim Jong Il, the dictator of North Korea, seemed so happy this week to be out and about. He doesn't travel much. Due to his fear of flying (and of invisible assassins) he only goes as far as his armored train can carry him, which is usually no farther than China. The other problem is that he doesn't get a lot of invitations. Since President George W. Bush branded him a member of the "axis of evil," and even before, Kim's diplomatic life has been a pretty lonely one. Which may help explain how smiley the morose old despot was when Russia had him over for his first visit since 2002. Thanks to the hospitality, he may even have let down his guard.

On Wednesday morning, before his meeting with Russian President Dmitri Medvedev in the city of Ulan-Ude, Kim went to take in the sights. There isn't a whole lot to see in that part of Siberia, so his first stop was the city's central square, which is home to the largest Lenin head in the world, a seven-meter-tall bronze cranium of the Communist revolutionary set atop a giant block of stone. Kim seemed impressed. He craned his neck to ponder it for a moment, and then got back into his armored Mercedes to go take a tour of the local mall. "I didn't see a lot of security guards around, or even a big entourage," says Alexander Nemchinov, a salesman at the mall's bait and tackle shop, who went to have a look at Kim. "He seemed like a jolly old guy, dressed kind of funny, but he looked impressed with everything."

In most of the photographs taken of him during the trip, Kim's default expression was still a poker face. But he did seem jollier than usual, and was clearly in a good mood when he met with Medvedev that afternoon. "We're having a fun trip," he told the Russian president. According to the Kremlin spokeswoman Natalia Timakova, who spoke to reporters afterward, Kim said he was keen to resume the so-called six-party talks (with the U.S., Russia, China, Japan and South Korea) on North Korea's nuclear disarmament, and he wanted to do so without any preconditions. Those talks have been stalled in part because of preconditions set by the U.S. and Japan, who want North Korea to freeze its nuclear program before sitting down at the negotiating table. On this point, Kim may have begun to budge on Wednesday. As soon as the six-party talks begin, "they will be ready to impose a moratorium on the production and testing of nuclear material," Timakova said in summarizing Kim's position.

But the real breakthrough came later, when the two leaders agreed to build a natural gas pipeline through the Korean peninsula. This project, which Russia and South Korea have been considering since 2008, would be a huge vote of confidence in North Korea. The pipeline would cost billions of dollars to build, and once completed, it could earn Kim's government up to $100 million per year in transit fees as well as major discounts on its natural gas. More importantly, it would interlink North and South Korea's energy security, making the two rivals more interdependent - and thus less likely to go to war.

"So what Russia is proposing is a new paradigm for resolving this conflict," says Fyodor Lukyanov, a foreign policy expert and editor of the journal Russia in Global Affairs. The western approach to the problem - intermittently trying to bait Pyongyang with economic goodies and punishing it with sanctions - has only isolated the regime over the past decade and a half. Kim has become more paranoid about foreign intrusion and more prone to belligerence, such as the shelling of the South Korean island of Yeonpyeong last November. What's worse, since the West began the carrot-and-stick approach to disarming Kim in the 1990s, his regime has gone from having nuclear ambitions to building warheads and testing missiles. "If I was in the West's shoes, I would start to ask myself by now, 'Maybe this isn't working?'" Lukyanov says. (See photos of the iconography of Kim Jong Il.)

The idea of trying out pipeline diplomacy, however, carries serious risks for Russia. Clashes are still common between North and South Korea, who have technically been at war since the 1950s, and energy experts have dismissed the pipeline idea as way too dangerous. But Medvedev hinted on Wednesday that it was as much about diplomacy for Russia as it was about money. "We went through all the questions, and of course, this [pipeline] has major significance considering the tensions that remain on the Korean Peninsula," Medvedev said. "Let's hope the project works out well."

But whether or not it does, Russia's contribution suggests a turn away from the stalled efforts of China, which has acted like a controlling older brother, and the U.S., which has tried to coerce Kim into submission. "This is Russia seeking leadership in a multi-polar world," says Matthew Rojansky, deputy head of the Russia program at the Carnegie Endowment in Washington. "They are saying, 'Look, we are a leader on this thing, and we are going to handle this diplomatically.'"

Considering Kim's growing isolation over the years, some old-fashioned diplomacy - and hospitality - may be enough to soften him up.

SEC Jumps Into Fight Over Fracking

The Securities and Exchange Commission is jumping into the fight over hydraulic fracturing. Drillers could be required to tell investors more about the risks associated with the controversial practice. This, as federal geologists estimate the Northeast's Marcellus Shale could contain even more gas than first thought.

ROBERT SIEGEL, host: And I'm Robert Siegel. The U.S. Securities and Exchange Commission is jumping into the fight over hydraulic fracturing or fracking. Officials in the natural gas business say the SEC is asking drillers for specific information, including what chemicals are used in the controversial process. As NPR's Jeff Brady reports, this has some in the industry worried that yet another government agency may be looking over their shoulder in the near future.

JEFF BRADY: Fracking is facing more scrutiny because some worry it may be polluting drinking water. Much of the natural gas left in the U.S. is deep underground. Drillers use water laced with sand and sometimes harmful chemicals under high pressure to break up shale and release the gas. If in that process a drilling company pollutes someone's water, cleaning up the mess could cost a lot of money. If the company is publicly traded, you could argue it should warn investors of that financial risk ahead of time.

While the SEC won't confirm specifically - that's why it's asking drillers for information now - the agency does tell NPR that it regularly asks questions about companies' SEC filings. That's fine, says Steve Forde, with the industry group Marcellus Shale Coalition.

STEVE FORDE: But it appears, at least some of the initial requests and news that have been coming out of the SEC, that it may be a bit more of an overreach than that.

BRADY: The SEC joins a growing list of state and federal agencies taking more interest in hydraulic fracturing. While the practice has been around for decades, the number of wells fracked is increasing. A report released earlier this week says there's much more gas contained in the northeast Marcellus Shale than first thought. Brenda Pierce with the U.S. Geological Survey says there's about 84 trillion cubic feet of gas in the Marcellus.

BRENDA PIERCE: This is about four times what the United States uses in a year, so it's a significant resource.

BRADY: Pierce warns that not all the gas is economically recoverable, and that number - 84 trillion cubic feet - is a mean for the estimate, not a hard number itself. Still Pierce says it's more than 40 times what the Geological Survey estimated back in 2002.

PIERCE: It's not that there's more gas there. It's that what is technically recoverable has changed so significantly in these last 10 years.

BRADY: And that's due almost entirely to new technologies, like horizontal drilling and hydraulic fracturing. Some environmentalists want to ban fracking until more research can be done on its effects. New Jersey's Republican governor, Chris Christie, vetoed a ban in his state today, then issued a one-year moratorium on fracking. It was a symbolic move, since companies aren't clamoring to drill in the Garden State, but environmentalists say such moves indicate a change is under way. Bruce Ferguson is with Catskills Citizens for Safe Energy.

BRUCE FERGUSON: This industry is hell-bent on getting its wells in the ground and drilling, and it's almost always been able to do it without scrutiny.

BRADY: Ferguson points to Pennsylvania as an example, where a gas boom is happening now. But next door in New York state, drilling is going much slower, in part because groups like Ferguson's have raised questions.

FERGUSON: We are actually examining fracking, shale gas extraction before it gets under way.

BRADY: And in Ferguson's ideal world this go-slow approach will become the new and growing trend instead of fracking. Jeff Brady, NPR News.

If you ever owned a SNES back in the day, you understand how you could play for hours with quality games like Chrono Trigger, The Legend Of Zelda: A Link To The Past, Super Mario World and Final Fantasy III. The SNES introduced gamers to many cool programming techniques like rotating levels and transparent, scaling bosses as seen in Super Castlevania IV and Contra III: The Alien Wars or the cartridges? ability to play orchestrated soundtracks to set the mood in games like ActRaiser (arguably the best cartridge soundtrack ever) or Super Ghouls ?N Ghosts. While ActRaiser may have had the best game soundtrack, the best graphics belonged to Donkey Kong Country. Using Advanced Computer Modeling (ACM), Rare, the game developer, was able to display graphics on a 16-bit system that looked better than most 32-bit Playstation One games. ACM allowed fully-rendered graphics allowing objects to actually look 3-dimensional. Crisp, bold graphics were accomplished with ACM and Donkey Kong Country went on to sell 8 million units. In terms of graphics and sound, the SNES had the biggest leap in quality as compared to other later Nintendo console versions. In fact, the next-generation systems set for release in 2005 and 2006 will probably differ little as far as graphics and sound capabilities are concerned. The early game machines however, saw huge leaps in processing power.Sure the SNES had one big flaw ? slowdown! While the Genesis was publicizing its faster processor speed of 7.67 MHz, which they coined ?blast processing,? Nintendo?s processor was only capable of speeds up to 3.58 MHz. When too many sprites appeared on screen at one time in games such as shooters like R-Type III, the action would slowdown (although at times this was actually a helpful feature for many shooters instead of a hindrance because these games are so frantic and intense). Now the debate is whether the Super Nintendo actually won the biggest game system war ever. Based on numbers, Nintendo sold twice as many SNES units as the Genesis and even though Sega was able to cut into Nintendo?s market share (peaking at 65%), it was Nintendo that had regained over 60% from its original 95% market share of the NES days when Sega began not supporting the Genesis in its later cycle life days with quality games like the SNES enjoyed.Ironically, Nintendo initially planned for the original NES console to be a 16-bit machine, but the price for the components were too high at the time. Think about how that could have altered the SNES/Genesis war. Would have Sega released a 32-bit Genesis instead? Would we now be playing on a 512-bit PS2 instead of a 128-bit console?The SNES had an assortment of games from every genre. Nintendo should learn from its success of the SNES. The N64 and GameCube are really lacking in RPG and shooter games, for example, that were abundant on the SNES. While the GameCube?s game selection is improving with Square Enix finally back supporting a Nintendo home console, Nintendo will need to recreate those precious days of the SNES with lots of exclusive, top quality franchises for its game machine if they want to regain their market share against Sony?s Playstation consoles.The SNES is the last Nintendo game console that gamers truly supported. N64 and GameCube sales pale in comparison to the NES and SNES days. The Super Nintendo is also the only console in history to have the biggest game franchises on one machine: Metroid, Final Fantasy, Contra, Donkey Kong, F-Zero, Super Mario Bros., The Legend Of Zelda, Star Fox and Castlevania. No other console has these games on only one game system.
