International envoy warns of failed state in Syria

(AP) ? The international envoy seeking to end Syria's civil war warned Sunday that the failure of the government and the rebels to pursue a political solution could lead to the "full collapse of the Syrian state" and threaten the world's security.

Lakhdar Brahimi, who represents the United Nations and the Arab League, said that as many as 100,000 people could be killed in the next year as Syria moves toward "Somalization" and rule by warlords.

Brahimi has reported little progress in his mission to push forward a peace plan for Syria first presented in June at an international conference in Geneva. The proposal calls for an open-ended cease-fire and the formation of a transitional government to run the country until new elections can be held and a new constitution drafted.

But so far, neither the regime of President Bashar Assad nor the scores of rebels groups fighting his forces across the country have shown any interest in negotiations.

The rebels' political leadership has called Assad's departure a prerequisite for any political solution, and it is unlikely that the opposition's National Coalition could even stop rebels on the ground from continuing to fight.

Likewise, it is doubtful that top members of Assad's regime will voluntarily give up power.

The Syrian government has remained officially mum on Brahimi's plan, which he has pushed in the past week in meetings with Assad in Damascus, with top Russian officials in Moscow and on Sunday with the head of the Arab League in Cairo.

Speaking alongside Nabil Elaraby on Sunday, he estimated that 100,000 people could be killed if the 21-month conflict continues for another year.

"Peace and security in the world will be threatened directly from Syria if there is no solution within the next few months," he said. "The alternatives are a political solution or the full collapse of the Syrian state."

Since meeting Assad early last week, Brahimi has given no indication how his plan was received. When asked Sunday if there is any willingness among the opposition to enter a political process, Brahimi said, "No, there isn't. This is the problem."

Syria's crisis began in March 2011 with political protests against Assad. The conflict has since evolved into a civil war. Anti-regime activists say more than 45,000 people have been killed.

The Syria government does not give death tolls for the conflict and says the rebels are terrorists backed by foreign powers who seek to destroy the country.

The Syrian conflict has split world powers, with the United States, Turkey and many European and Arab states calling for Assad to stand down. Russia, China and Iran have stood by the regime and criticized calls for Assad's ouster.

On Sunday, Turkish Prime Minister Recep Tayyip Erdogan visited Syrian refugees along Turkey's southern border, where he was joined by Mouaz al-Khatib, head of Syria's National Coalition.

Erdogan called for Assad to step down and said that Syria is experiencing "a holy birth."

"That holy birth is the coming to power of the will of the people," he said as refugees chanted his name.

Activists reported violence around Syria on Sunday.

Rebels in the north clashed with government troops near military bases in the provinces of Idlib and Aleppo and seized an oil pumping station in al-Raqqa.

The station receives crude oil from the nearby province of Hassakha and pumps it to one of Syria's two oil refineries in Homs, said Rami Abdul-Rahman, who heads the Syrian Observatory for Human Rights.

The Observatory also said rebels stormed a government air base in the area of Tel Hassir south of Aleppo, while government fighter jets launched deadly airstrikes near Aleppo, Hama and in a number of rebellious Damascus suburbs.

Activists also reported two car bombs in the Yarmouk district of Damascus, where most residents are Palestinian refugees.

Sunni protesters attack Iraq official's convoy, guards wound two

RAMADI, Iraq (Reuters) - Bodyguards for Iraq's deputy prime minister wounded two people when they fired warning shots at Sunni protesters who pelted his convoy with bottles and stones on Sunday, witnesses said.

The incident took place the city of Ramadi in western Anbar province, to where Deputy Prime Minister Saleh al-Mutlaq had travelled to address people in an attempt to defuse sectarian tensions.

Thousands of Iraqi Sunnis have taken to the streets and blocked a main highway over the past week in protest against Shi'ite Prime Minister Nuri al-Maliki, whom they accuse of discriminating against their community and being under the sway of non-Arab neighbor Iran.

"Leave! Leave!" the protesters shouted at Mutlaq, himself a Sunni.

Mutlaq's guards opened fire to disperse the crowd after they threw objects at his convoy. Two people were wounded, the witness said

"It's only now Mutlaq comes to attend the protest and after seven days. He came to undermine the protest," Saeed al-Lafi, a spokesman for the protesters, told Reuters.

Protesters are demanding an end to marginalization of Iraq's Sunni minority, which dominated the country until the U.S.-led invasion of 2003 that toppled Saddam Hussein.

They want Maliki to abolish anti-terrorism laws they say are used to persecute them.

Echoing slogans used in popular revolts that brought down leaders in Egypt, Yemen, Tunisia and Yemen, protesters have also been calling on Maliki to step down.

"Is this the way to deal with peaceful protesters? To shoot them? This is really outrageous," said protester Ghazwan al-Fahdawi, displaying empty bullet casings from shots he said had been fired by Mutlaq's guards.

In the northern city of Mosul, the provincial council called a three-day strike starting from next Friday to press Baghdad to release women prisoners and stop targeting Sunni politicians.

Protests flared last week in Anbar province after troops loyal to Maliki detained bodyguards of his finance minister, a Sunni.

That came just hours after Iraqi President Jalal Talabani, a Kurd seen as a steadying influence on the country's tumultuous politics, was flown abroad for medical care.

A year after U.S. troops left, sectarian friction, as well as tension over land and oil between Arabs and ethnic Kurds, threaten renewed unrest and are hampering efforts to repair the damage of years of violence and exploit Iraq's energy riches.

JOHANNESBURG (AP) ? South Africa's presidency says it has no updates on the condition of former leader Nelson Mandela, who is convalescing at home after a hospital stay and is reported to be doing better.

The South African Press Association quotes presidential spokesman Mac Maharaj as saying Saturday that he has no new information on 94-year-old Mandela, who was released from a hospital on Wednesday. The former president, who spent 27 years in prison under apartheid, was admitted Dec. 8 and received treatment for a lung infection.

He also had a procedure to remove gallstones.

Maharaj previously said doctors have noted progress in Mandela's condition but will continue to treat him at his home in the Johannesburg neighborhood of Houghton.

Continuing Education Resources: Switching Off a Specific Brain ...

Ingrained habits in rats can be quickly broken?and reestablished?by targeting and switching off a specific site in the brain?s prefrontal cortex using a technique known as optogenetics, according to an NIMH-funded study published November 13, 2012, in the Proceedings of the National Academy of Sciences (PNAS).

Background

Studies have established that the prefrontal region of the brain is associated with habit formation and expression. It is also linked to emotion regulation and to regions in the brain that are associated with behavioral flexibility, which counteracts habit.

Kyle Smith Ph.D., Ann Graybiel Ph.D., of the Massachusetts Institute of Technology, and colleagues, trained rats to run a T-shaped maze. At the decision point, the rats were cued to turn to either one side, where chocolate milk awaited them as a reward, or to the other side, where the reward was sugar water. Eventually, running the maze and responding to each cue correctly became a habit, and the rats continued to do so even after the rewards were removed.

The researchers then returned the rewards but paired the chocolate milk with exposure to lithium chloride, which causes nausea. Once the rats realized the milk made them ill, they declined to drink it. However, they continued to run the maze and turn toward the chocolate milk side of the maze when cued, indicating that running in that direction when prompted had become a nearly automatic behavior.

Results of the Study

To determine whether the habit could be broken, the researchers then applied a technique known as optogenetics?in which a laser light is delivered to brain cells through optical fibers?to see if they could manipulate a specific region of the rats? prefrontal cortex known as the infralimbic (IL) cortex. When the laser was turned on and the IL cortex was disrupted, the rats nearly instantaneously stopped running habitually toward the chocolate milk reward. Instead, they appeared to act more thoughtfully, running toward the other side, where the untainted sugar water awaited.

Once the rats were broken of the habit of running automatically to the chocolate milk side, they began to develop a habit of always running to the other side, even when they were cued to run toward the chocolate milk, and even after the untainted chocolate milk was returned. But when the IL region was again disrupted optogenetically, the rats returned to their original habit of running to the chocolate milk side when cued to do so.

Significance

Control of a small part of the prefrontal cortex can change whether or not habits are expressed. An old habit can be blocked abruptly, and a new habit can override it. But if the new habit is then blocked, the old habit returns, thus lending credence to the notion that old habits die hard Social Worker Continuing Education

In addition, the fact that habitual behavior can be altered if IL activity is disturbed suggests that the circuitry in this region of the brain is coordinating on some level with other brain regions that directly access circuits involved in behavioral flexibility, as well as addictive behaviors.

What?s Next

Although the optogenetic technique is too invasive to use in humans, it does have implications for potentially disrupting destructive habits. Targeting this specific region of the brain could lead to better ways of controlling addiction disorders or mental disorders in which habitual behaviors are out of balance, such as obsessive compulsive disorder.

Do John Cena's relationships leave him the most vulnerable?

John Cena rests alone atop the mountain of WWE, a Superstar who has made himself indestructible by virtue of ? if nothing else ? his self-imposed isolation. Superman needed a whole hideout to achieve seclusion, but for all his jolly camaraderie with the WWE Universe, Cena is a Fortress of Solitude unto himself. He has no allies, no attachments, no baggage and, as a result, very few losses to his name in both wrestling matches and personal rivalries. The only way to defeat Cena is to beat him straight up, and that is a task few Superstars find themselves equal to.

Now, when Cena gets himself a friend or his family members become targets? That?s when the problems start for the big guy (PLAYLIST).

Because he is so difficult to topple on his own, Superstars looking to unman the Cenation leader will often turn toward those who are counted as his friends and family. It?s a rare occurrence for Cena to form a lasting attachment, exactly because of the consequences that tend to unfold when he does. Palling around with the former WWE Champion might as well be a death sentence. In each instance, Cena?s opponents have targeted those he cares about to weaken him either emotionally or physically, and each time it has worked like gangbusters.

Consider the evidence: earlier this very year, Cena?s best Broski Zack Ryder found himself nearly consigned to the fires of hell itself when Kane attempted to drag Long Island Iced-Z into oblivion in an effort to force Cena into embracing his inner dark side. Of course, The Big Red Machine settled for relegating the Internet Champion to a back brace and a wheelchair, chokeslamming him off a loading dock and through the stage. Shortly thereafter, Kane sent the wheelchair-bound Ryder tumbling off the entrance ramp and onto the arena floor. It wasn?t quite hell, but it was bad enough, and it forced Cena into enough of an existential funk that he inadvertently stole Eve from Ryder, who had been attempting to woo (woo woo) her for months on end. It almost didn?t matter that Cena bested Kane in the end; his personal life was left in shambles when all was said and done. And The Devil?s Favorite Demon didn?t even have to lay a finger on him to do it.

Even familial ties are a source of weakness for Cena, so it?s always a tense couple of hours when the Cenation leader?s father decides to stop by. In 2006, Edge furthered his vendetta against Cena by invading his childhood home and slapping papa John across the face, leading Cena to attack The Ultimate Opportunist during his match against Carlito. Randy Orton followed the same blueprint a few years later when he hauled Cena?s pops over the barricade and booted him in the head, creating a less than fabulous family moment for his son.
And now, of course, we have AJ Lee.

The ?are they or aren?t they? debate surrounding Cena and the former Raw GM seems, for all intents and purposes, to be settled at this point. They ?are,? even if they weren?t before. And yet again, Cena finds himself with an enemy ? Dolph Ziggler ? who is using John?s connection with another person to hit the Cenation leader where it hurts the hardest: his heart. The Showoff?s snarky game plan has already led to a bum knee for Cena after he attempted to save AJ from Ziggler and was driven through a row of bathroom stalls as a result. It hasn?t translated to in-ring losses yet, but to Cena?s credit, he does seem to see the writing on the wall this time around.

?I will do my best to keep my personal life ... personal,? Cena said on Twitter, intimating his focus would be firmly on Ziggler and then whatever came next.

For his sake (not to mention AJ?s), we hope he does.

Key players and positions on Palestinian statehood

The vote is largely symbolic, the outcome nearly assured: The Palestinians and Israelis are closely watching the evolving positions of a few key countries in Thursday's U.N. General Assembly resolution to raise the Palestinians' status from a U.N. observer to a nonmember observer state. The United States and Israel are strongly opposed, saying they fear it will only slow progress toward a peace deal. The measure only requires a majority and is all but certain to pass. The Palestinians have been lobbying Western countries, particularly in Europe, in hopes of presenting a broad international consensus against Israel.

Two-thirds of U.N. member nations have already recognized the state of Palestine.

IN FAVOR OR LEANING THAT WAY:

RUSSIA: Probably yes. It supported Palestinian membership in the U.N. cultural agency, UNESCO. The Russian Foreign Ministry said it "believes that the Palestinians have the right for such a move." ''We hope that the Palestinian leadership has well calculated possible consequences of such action," the Foreign Ministry said.

FRANCE: Yes. Foreign Minister Laurent Fabius made the announcement before parliament. "In any case, it's only through negotiations ? that we ask for without conditions and immediately between the two sides ? that we will be able to reach the realization of a Palestinian state," Fabius said Tuesday.

CHINA: Yes. The foreign minister reaffirmed support for Palestinian aspirations at the U.N. during a meeting last Friday with a Palestinian envoy.

SPAIN, NORWAY, DENMARK and SWITZERLAND: All announced Wednesday they would vote yes. The Swiss government called a change in status "both constructive and pragmatic."

AUSTRIA: Yes. Martin Weiss, the foreign ministry spokesman, said Austria decided to vote for the resolution after it became clear there would be no common EU position.

INDIA: Yes.

OPPOSE, ABSTAIN OR LEANING THAT WAY

UNITED STATES: Opposed.

BRITAIN: Abstain? The foreign secretary said Britain could support the measure only if there were a clear commitment by the Palestinians to return immediately and unconditionally to negotiations with Israel. "While there is no question of the United Kingdom voting against the resolution, in order to vote for it we would need certain assurances or amendments," said William Hague.

GERMANY: No or abstain? It is "very certain that Germany will not vote for such a resolution," said Chancellor Angela Merkel's spokesman, Steffen Seibert.Officials aren't saying whether that will translate into a no vote or abstention.

NETHERLANDS: Probably no. "Lasting peace in the region can only be reached if Israel and the Palestinians return to the negotiating table to reach a final agreement over a two-state solution," according to a letter the foreign minister sent to parliament this week.

AUSTRALIA: Abstain, according to Prime Minister Julia Gillard. Her government is divided on the issue, but Gillard told Parliament "bipartisan policy across the major parties in this parliament to support Israel, to support peace in the Middle East, to support two states in the Middle East."

Rice meeting with senators fails to dampen criticism

WASHINGTON (Reuters) - U.S. Ambassador to the United Nations Susan Rice on Tuesday failed to win over her harshest Republican critics in the U.S. Senate who are threatening to block her nomination if President Barack Obama chooses her for Secretary of State or another top post in his second-term Cabinet.

Rice met for about an hour behind closed doors at the U.S. Capitol with Senators John McCain, Lindsey Graham and Kelly Ayotte. They have openly criticized her for initial comments after the September 11 attack on the U.S. mission in Benghazi that suggested it was a spontaneous event arising from protests of an anti-Islam film rather than a premeditated attack.

The U.S. ambassador to Libya and three other Americans were killed in the attack on the Benghazi mission and a nearby CIA annex. Intelligence officials later said the attack was possibly tied to al Qaeda affiliates.

"We are significantly troubled by many of the answers that we got, and some that we didn't get, concerning evidence that was overwhelming leading up to the attack on our consulate," McCain told reporters after the meeting.

"It is clear that the information that she gave the American people was incorrect when she said that it was a spontaneous demonstration triggered by a hateful video," he said.

"It was not, and there was compelling evidence at the time that that was certainly not the case, including statements by Libyans as well as other Americans who are fully aware that people don't bring mortars and rocket-propelled grenades to spontaneous demonstrations," McCain said.

Republicans have argued that the Obama administration tried to play down the terrorist angle in its initial comments to avoid undermining the president's claims of success in fighting al Qaeda in the run-up to the November 6 election.

Rice was accompanied by acting CIA Director Michael Morell and was not seen by reporters, but later issued a statement saying: "We explained that the talking points provided by the intelligence community, and the initial assessment upon which they were based, were incorrect in a key respect: there was no protest or demonstration in Benghazi."

"While, we certainly wish that we had had perfect information just days after the terrorist attack, as is often the case, the intelligence assessment has evolved," she said. "We stressed that neither I nor anyone else in the Administration intended to mislead the American people at any stage in this process."

Obama has defended Rice and said if senators have a problem with the administration's handling of Benghazi they should "go after me" rather than try to "besmirch her reputation."

Graham also criticized U.S. intelligence agencies that wrote the talking points on which Rice based her public comments.

"I'm very disappointed in our intelligence community. I think they failed in many ways. But with a little bit of inquiry and curiosity, I think it would be pretty clear that to explain this episode as related to a video that created a mob that turned into a riot was far afield," he said. "And at the end of the day, we're going to get to the bottom of this."

Rice's controversial Benghazi statements were based on a set of unclassified talking points prepared by U.S. intelligence agencies for members of Congress.

The initial draft written by the CIA referred to "attacks" carried out by "extremists with ties to al Qaeda." However by the time Rice received them, "attacks" had changed to "demonstrations" and "with ties to al Qaeda" had been deleted, multiple U.S. sources have said.

The White House has denied making those edits and members of Congress are trying to determine where the changes were made.

The senators who met with Rice remained unconvinced by her responses and said her visit left them with greater concerns than before the meeting.

"I wouldn't vote for anybody being nominated out of the Benghazi debacle until I had answers about what happened that I don't have today," Graham said.

Asked whether he would block such a nomination, Graham said: "Oh, absolutely. I would place a hold on anybody that wanted to be promoted for any job that had a role in the Benghazi situation."

White House spokesman Jay Carney said the questions about Rice's appearance on the talk shows and the talking points had been answered. "The focus on - some might say obsession on - comments made on Sunday shows seems to me and to many to be misplaced," he said.

NEW YORK (AP) ? The teenage actor who plays the half in the hit CBS comedy "Two and a Half Men" says in a video posted online by a Christian church that the show is "filth" and that viewers shouldn't watch it.

Nineteen-year-old Angus T. Jones has been on the show, which used to feature bad-boy actor Charlie Sheen and remains heavy with sexual innuendo, since he was 10 but says he doesn't want to be on it anymore.

"Please stop watching it," Jones said. "Please stop filling your head with filth."

Jones plays Jake, the son of Jon Cryer's uptight divorced chiropractor character, Alan, and the nephew of Sheen's hedonistic philandering music jingle writer character, Charlie. Sheen, who has publicly criticized CBS, was fired and replaced by Ashton Kutcher, who plays billionaire Walden.

In the video posted by Forerunner Chronicles in Seale, Ala., Jones describes a search for a spiritual home. He says the type of entertainment he's involved in adversely affects the brain and "there's no playing around when it comes to eternity."

"You cannot be a true God-fearing person and be on a television show like that," he said. "I know I can't. I'm not OK with what I'm learning, what the Bible says, and being on that television show."

CBS and producer Warner Bros. Television had no comment Monday.

"Two and a Half Men" survived a wild publicity ride less than two years ago, when Sheen was fired for his drug use and publicly complained about the network and the show's creator, Chuck Lorre. Sheen later said he wasn't still angry at the sitcom's producers and the network and acknowledged he would have fired himself had he been in their shoes.

The show was moved from Monday to Thursday this season, and its average viewership has dropped from 20 million an episode to 14.5 million, although last year's numbers were somewhat inflated by the intense interest in Kutcher's debut. It is the third most popular comedy on television behind CBS's "The Big Bang Theory" and ABC's "Modern Family."

The actors on "Two and a Half Men" have contracts that run through the end of this season.

FEMA may seek flood insurance bailout after Sandy

WASHINGTON (Reuters) - The Federal Emergency Management Agency will probably need to request a congressional bailout of its flood insurance operations, as claims from superstorm Sandy could be as much as four times greater than the program's capacity, a top FEMA official said on Wednesday.

The National Flood Insurance Program, a FEMA subsidiary, has $2.9 billion in borrowing capacity but expects Sandy-related losses of $6 billion to $12 billion, Edward Connor, FEMA's deputy associate administrator for federal insurance, told a meeting of the Federal Advisory Committee on Insurance.

"As we go into this, we are looking at Sandy and the numbers are staggering," Connor said.

The NFIP is essentially the country's only flood insurer for residential properties. It received a bailout after Hurricane Katrina in 2005, leaving it with a debt load of just under $18 billion, an amount the government has said the program will probably never be able to repay.

A reform package signed into law this year is expected to improve the program's finances eventually, although such changes are years away and have been criticized as insufficient by elements of the insurance industry.

For now, extending the program's borrowing capacity beyond the current $20.7 billion cap would require authorization from Congress, something Connor said he expected the Homeland Security Department would request soon.

"In terms of when we will borrow, we know that with the way the claims are coming in now, the burn rate, that we expect that probably by the end of this month we are going to have to tap into our remaining $2.9 billion to pay the claims," he said.

He said he expected Homeland Security Secretary Janet Napolitano to appear before Congress to request additional borrowing power.

While the NFIP is a government program, it contracts with private insurers to write and administer many of the policies on its behalf. A senior executive of the largest such underwriter said she fully expected Congress would allocate the necessary funds.

"We can't speculate on the final dollar outcome, but obviously FEMA has made a stance," Patty Templeton-Jones, chief operating officer of Wright Flood, said in an email.

Between the losses to private insurers and to the federal government, Sandy is expected to be the second costliest natural catastrophe in U.S. history, behind only Katrina. Disaster modeling company RMS said on Wednesday it expected insured losses of as much as $25 billion.

YANGON, Myanmar (AP) ? A strong earthquake of magnitude-6.8 struck northern Myanmar on Sunday, collapsing a bridge and a gold mine, damaging several old Buddhist pagodas and leaving as many as 12 people feared dead.

A slow release of official information left the actual extent of the damage unclear after Sunday morning's strong quake. Myanmar has a poor official disaster response system, despite having lost upwards of 140,000 people to a devastating cyclone in 2008.

Myanmar's second-biggest city of Mandalay reported no casualties or major damage as the nearest major population center to the main quake Mandalay lies about 117 kilometers (72 miles) south of the quake's epicenter near the town of Shwebo.

The U.S. Geological Society reported a 5.8-magnitude aftershock later Sunday, but there were no initial reports of new damage or casualties.

Smaller towns closer to the main quake's epicenter were worse-hit. A report late Sunday on state television MRTV said 100 homes, some government buildings and a primary school were damaged in the Thabeikyin, a town known for gold mining not far from the epicenter. It put the latest casualty toll from the quake at four dead, 53 injured and four missing, a death toll lower than independently compiled tallies of around a dozen.

An official from Myanmar's Meteorological Department said the magnitude-6.8 quake struck at 7:42 a.m. local time.

The area surrounding the epicenter is underdeveloped, and casualty reports were coming in piecemeal, mostly from local media. The region is a center for mining of minerals and gemstones, and several mines were reported to have collapsed.

The biggest single death toll was reported by a local administrative officer in Sintku township ? on the Irrawaddy River near the quake's epicenter ? who told The Associated Press that six people had died there and another 11 were injured.

He said some of the dead were miners who were killed when a gold mine collapsed. He spoke on condition of anonymity because local officials are normally not allowed to release information to the media.

Rumors circulated in Yangon of other mine collapses trapping workers, but none of the reports could be confirmed.

According to news reports, several people died when a bridge under construction across the Irrawaddy River collapsed east of Shwebo. The bridge linked the town of Sintku, 65 kilometers (40 miles) north of Mandalay on the east bank of the Irrawaddy, with Kyaukmyaung on the west bank.

The website of Weekly Eleven magazine said four people were killed and 25 injured when the bridge, which was 80 percent finished, fell. The local government announced a toll of two dead and 16 injured. All of the victims appeared to be workers.

However, a Shwebo police officer, also speaking on condition of anonymity, said just one person was confirmed dead from the bridge's collapse, while five were still unaccounted for.

Weekly Eleven also said two monasteries in Kyaukmyaung collapsed, killing two people.

"This is the worst earthquake I felt in my entire life," Soe Soe, a 52-year-old Shwebo resident, told The Associated Press by phone.

She said that the huge concrete gate of a local monastery collapsed and that several sculptures from another pagoda in the town were damaged.

Other damage was reported in Mogok, a major gem-mining area just east of the quake's epicenter. Temples were damaged there, as were some abandoned mines.

"Landslides occurred at some old ruby mines, but there were no casualties because these are old mines," Sein Win, a Mogok resident, said by phone.

State television reported that more than a dozen pagodas and stupas in five townships were damaged, and many of them had their so-called "umbrellas" atop the dome-shaped structures crash down.

The uppermost parts of the domes usually contain encased relics of the Buddha and small Buddha images, and sometimes jewels. Damage to them is taken as an especially bad omen.

Sein Win said police were guarding a damaged stupa in Mogok and its exposed relics.

Many people in Myanmar are superstitious, and it is likely that local soothsayers will point out that the quake occurred on the 11th day of the 11th month.

A resident of Naypyitaw, which is 365 kilometers (225 miles) south of the quake's epicenter, said several windowpanes of the parliament building had broken.

The epicenter is in a region frequently hit by small temblors that usually cause little damage.

The quake was felt in Bangkok, the capital of neighboring Thailand. It comes just a week ahead of a scheduled visit to Myanmar by President Barack Obama. He will be the first U.S. president to visit the one-time pariah nation, which is emerging from decades of military rule.

The disaster is the second to strike the area in three days. On Friday, a tanker train derailed about 128 kilometers (80 miles) north of Shwebo, and at least 25 people were killed when overturned carriages burst into flames as they were trying to skim fuel from them.

The President has proposed to let the high-income tax cuts expire and use the resulting $1 trillion in savings (over 10 years) as part of a balanced plan to reduce deficits and debt and put the nation on a sustainable fiscal course?But rather than modeling the President?s proposal to reduce the deficit, the headline numbers in the study explicitly assume that the revenue would be used entirely to finance additional spending.? The important punchline here is that models of the economy typically find that over the long run, deficit reduction relative to consistently increasing debt/GDP is pro-growth.

But for all of that, they actually find that when they model something that?s closer to what the President is proposing ? getting rid of the Bush tax cuts for high-income families, while providing additional tax? cuts to the middle-class ? employment grows by 0.4%, or almost 600,000 jobs (see Table 2, second column).

When they simulate the wrong scenario of new tax revenues used to support higher spending (column 1, table 2), they estimate that employment would fall by 0.5%.? But if the revenue was used to finance across-the-board tax cuts, employment grows.

(AP) ? A Texas official says a nephew of former President George W. Bush has made a campaign filing that is required for someone to run for office in his home state.

Tim Sorrells, general counsel for the Texas Ethics Commission, says George P. Bush filed a campaign treasurer appointment on Wednesday. Sorrells told The Associated Press on Thursday night the document is required for someone to become a candidate under campaign finance law.

Sorrells didn't have other details on the filing. Bush did not immediately reply to an email seeking comment.

The 36-year-old son of former Florida Gov. Jeb Bush said in September his goal was to run for office. The younger Bush lives in Fort Worth, where he runs a consulting firm.
